Assad’s Regime and the Budget: Living on Paper Time

Syria has announced the overall amount and initial breakdown of the 2024 budget. Here I show the evolution of the budget throughout the conflict not only in Syrian pounds, which is deceptive due to high inflation, but also in US dollars using official and black market rates.


As has been the case throughout much of the conflict, the vast majority of spending is allocated to meeting current expenses, with only about a quarter allocated to new investments despite the lowering of subsidies.


Throughout the conflict, nearly a third of state spending in the budget was financed by printing money. Next year is no exception.
