When Humanitarian Aid Becomes a Bargaining Chip
Charles Thépaut & Jomana Qaddour plausibly argue that the US should view renewing the cross-border aid resolution to northern Syria as not only a humanitarian priority, but a strategic priority as well.
They also call on the US to increase its diplomatic pressure on Russia to renew cross-border aid without giving serious reconstruction or normalization concessions to Assad.
