In Syria, providing you've lived abroad for at least four years, you can legally avoid killing civilians (compulsory military service) by paying the equivalent of US $8,000 in SYP.

In late 2020, the regime raised the exchange rate for this transaction (closer to the black market). The exchange rate hike meant that the regime now expects nearly 3.2% of its revenues to come from this source alone, compared with 1.75% in 2020.
