A Quick Look at the Brussels V (5th) Conference Pledges

$4.4 billion was pledged in the 5th Brussels Conference on “Supporting the Future of Syria and the Region” two days ago. The countries that have precipitated the misery of Syrians pledged a total of $0.0: Russia, Iran, and China.

The humanitarian situation in Syria is receiving less attention: The amount sought by aid organizations in 2020 and 2021 was the same ($9.8 billion). But while $4.8 was pledged for the year 2020, $4.4 is pledged for 2021.

The silver lining is that while $6 billion in loans through multilateral development banks was promised in 2020, $7 billion is promised in 2021.

QUESTION: Does anyone know why the final pledges look different from those that were circulating on Twitter two days ago? Were those taken from the speeches of member donors? What happened to Saudi Arabia's alleged $560 million pledge, for example?
