Numerous reports claim that Syria has been easing bread subsidies during the war. This is not true. The share of the production cost paid for by the government has never been higher: With a market value of 1,200 SYP per kg, wheat flour is supplied to bakeries for 40 SYP/kg.
I think the claims come from mixing affordability with subsidization.
