New findings from Syria’s Central Authority for Financial Control reveal a major corruption case in a Deir Ali Power Plant contract: a non-competitive award, illegal exemptions, refusal to pay guarantees, misuse of state equipment, and losses exceeding 2 trillion SYP (approximately USD 150–170 million).
The government did not disclose the identity of the operator. Based on our earlier investigation, however, the company is Infinity Skylight, a firm effectively controlled by Bashar al-Assad through a network of business fronts, such as Ali Najib Ibrahim, as Steven (@SHeydemann) and I documented in our previous analysis at the Brookings Institution.
