It seems that the special license, exempting reconstruction and agriculture from US sanctions, will now apply exclusively to areas under the Autonomous Administration of North and East Syria (AANES).
Earlier talk about the license said it would cover parts of North-West Syria (excluding HTS and Olive Branch areas)
