Bogus Claims on the Number of Returnees to Regime-Held Syria

Syria’s Deputy Local Administration and Environment Minister claims that 4.9 million internally displaced persons (IDPs) have returned to their homes.

Is that figure sensible?

I didn’t know regime-held Syria had 4.9 million IDPs to begin with.
