Tunnels Reported in Tal Rifat: Real, or an Excuse?

The Anadolu Agency is talking about 30 kilometers of tunnels in and around Tal Rifat, dug up by the SDF.

How accurate are these claims? What are the implications? Or is it just another justification for a new military operation in northern Syria?
