Syria’s Overflight Revenue: A Temporary Windfall

Syria recorded 12,000 overflight movements in May 2026, generating roughly $5.9 million in revenue, according to Reuters. While the amount remains modest, it provides support for a state treasury suffering from a severe foreign currency shortage. The more important question, however, is sustainability, as this revenue stream remains an exceptional surge driven by the regional security situation. Sustaining it requires building an integrated aviation system aligned with international standards set by the International Civil Aviation Organization (ICAO), including compliant airports, reliable air navigation, and digital operational facilitation. Some positive steps have been taken. Turkey has provided support through advanced radar and navigation systems, and an agreement has been signed between Syria’s General Authority of Civil Aviation and ICAO, which could help Syria demonstrate its commitment to meeting international standards and attract new airlines.”
